All the information and guidelines on the upcoming Uganda Primary School Sports Association (UPSSA) elections have been released during a press conference held on 28th February 2024 at the GNS Plaza in Old Kampala.

The press conference chaired by Mr. Okanya Patrick Alfred the returning officer assured all interested parties that the elections will be free and fair.

Ssenyonga Brian will represent all sports officers under National Sports Officer Association (NASOA)

District Elections will be the start to the whole exercise on 9th March 2023 at all district headquarters.

The executive positions to contest for at this level are Chairperson, Vice Chairperson, Secretary & Assistant Secretary, Treasurer, Organizing Secretary, Secretary for Women, Committee Members (3 Members) and an Ex-Official Association of District Primary School Head teacher.

There will be five delegates to the zone who will be nominated by the District Executive and at least one of them must be a female.

Zonal Elections will take place on the 16th of March at the Zonal Headquarters and below are the guidelines

-Each district will be represented by 5 voting Delegates.

-All delegates must be Professional Teachers

-Each delegate is to carry National Identification and Introduction Letter

-All the delegates must be representatives of schools in Districts within the respective zones.

The executive positions at the zonal level are Chairperson, Vice chairperson, Secretary, Assistant secretary, Treasurer, Organizing Secretary, Secretary for Women and One Coordinator (s) for each of the various Sports disciplines.

National elections will be the climax of the whole exercise and these will take place on 23rd March at Old Kampala. The positions at this level are President,1st Vice President,2nd Vice President,3rd Vice President, Secretary for Women, Regional Representative and an Ex Official Association of Primary School

Headteachers of (UPSHA) representative (to be named by UPSHA National Executive)

The regions and zones to be represented during the national elections include the following Buganda (Mukono,Luwero, Wakiso, Mpigi & Masaka), Eastern (Teso, Sebei, Bugisu, Bukedi & Busoga) ,Northern (Acholi, Lango And Karamoja), Kampala (the divisions of Kawempe, Rubaga, Nakawa,Central & Makindye),Western (At least one female Kigezi, Ankole, Rwenzori And Bunyoro ).

There will be three delegates for each region(zone) except for Kampala that will send two.

QUALIFICATIONS

Zonal Level

1. For all positions, the candidate must be:

a) A representative of a school in the district.

b) a professional Primary school teacher currently teaching in a school in the district

2. Chairperson: must be either a substantive Headteacher of a registered Primary School or a Director of a private Primary School recognized by Ministry of Education and Sports. Such a Director must-have professional qualifications that meet the minimum academic requirement to be a Headteacher of a government Primary School.

3. Treasurer: must be either a substantive Headteacher of a registered Primary school or a Director of a private Primary school recognized by Ministry of Education and Sports. Such a Director must have professional qualifications as a Primary School Headteacher.

4. Secretary & Assistant Secretary: Must be a registered and practicing Classroom Teacher.

5. Secretary for Women: must be a female

6. Other positions are open

NOMINATION

a) The nomination forms may be picked from the Returning Officer, or downloaded from the internet

b) The candidate, nominator and seconder must be coming from different schools

c) One need not be a delegate to qualify to contest for a position

d) Upon closure of nomination, if a position has not attracted any candidate, such a position will be filled by nomination on the Election Day. The candidates to be nominated must meet the qualification and the financial requirement for that position.

MODE OF VOTING

a) Voting will be by secret ballot; The Electoral Committee will decide on the validity of the ballots.

b) Voting by proxy or by letter will not be allowed (only people physically present are eligible to vote

c) Results will be by simple majority – candidate with the highest number of the valid votes, will be declared elected.

d) In the event of a tie for No. 1, another round of voting will be done for the tying candidates

i. In a second round, the candidate with the higher number of votes will be elected.

ii. In the second round, if the 2 candidates would receive the same number of votes, there will be

a third round.

iii. In a third round, the candidate with the higher number of votes will be elected.

iv. In the third round, if the 2 candidates receive the same number of votes the decision will be made by lot taken by the 2 candidates and the result declared by the Electoral Committee publicly.

v. a ballot will be considered invalid if it is marked in any other way other than as instructed.

e) Each delegate must tick only one candidate on the ballot except the case where they are clearly instructed to tick more than one name.

f) Fully nominated candidates may be voted for even in absencia

Zonal Level

1. For all positions, the candidate must be:

2. Chairperson: must be either a substantive Headteacher of a registered Primary School or a Director of a private Primary School recognized by Ministry of Education and Sports. Such a Director must have professional qualifications as a Headteacher Primary School.

3. Treasurer: must be either a substantive Headteacher of a registered Primary school or a Director of a private Primary school recognized by Ministry of Education and Sports. Such a Director must have professional qualifications as a Headteacher Primary School.

4. Secretary and Assistant Secretary: Must be a registered and practicing Classroom Teacher.

5. Secretary for Women: must be a female

NOMINATION

i. The nomination forms may be picked from the Returning Officer, or downloaded from the internet.

ii. The candidate, nominator and seconder must be coming from different Districts

iii. The nomination form must be signed by the Chairperson and Secretary of the nominating and seconding districts

iv. Only persons coming from paid up districts are eligible for nomination and voting

v. Upon closure of nomination, if a position has not attracted any candidate, such a position will be filled by nomination on the Election Day

vi. Nomination and secondment for zonal candidate must only be done by districts within the Zone.

National Level

a) President

i. Must be a substantive Head teacher of a recognized Government Primary School or a Director of a

Private Primary School recognized by the Ministry of Education and Sports who holds professional

qualifications of a Teacher.

ii. Must have been on UPSSA National Executive Committee for at Least one Term

b) 1

st Vice President

i. Must be a substantive Head teacher of a recognized Government Primary School or a Director of a

private Primary School recognized by the Ministry of Education and Sports who holds professional

qualifications of a teacher.

ii. Must have been on UPSSA National Executive committee for at least one term

c) 2

nd Vice President

i. Must be a substantive Head teacher of a recognized Government Primary School or a Director of a

private Primary School recognized by the Ministry of Education and Sports who holds professional

qualifications of a teacher.

ii. Must have served as a Zonal, District, City, Municipality, Estate Chairperson for at least one term

d) 3

rd Vice President

i. Must be a substantive Head teacher of a recognized Government Primary School or a Director of a

private Primary School recognized by the Ministry of Education and Sports who holds professional

qualifications of a teacher.

ii. Must have served as a Zonal, District, City, Municipality, Estate Chairperson for at least one term

iii. Provided that none of the top three is a female then the 3

rd Vice President must be a female for

affirmative action

POSITION ALLOCATION

One of the top 4 Position President, 1, 2 and 3rd Vice President must be occupied by a Female. The Position will be open for nomination on the floor if none of the top 3 is a Female and no Female has applied for it.

e) Secretary for Women Affairs must be a female and must have been on UPSSA National Executive Committee for at least one elective term.

NOMINATION

i.The nomination forms may be picked from the Returning Officer, or down loaded from the internet

ii. The candidate, nominator and seconder must be coming from different districts (chairpersons and secretaries)

iii. The nomination form must be signed by the Chairperson and Secretary of the nominating and seconding districts

iv. Upon closure of nomination, if a position has not attracted any candidate, such a position will be filled by nomination on the Election Day

vi. Nomination and secondment of National Executive must only be done by Districts.
